Cardiff Council selects de Novo Solutions for back-office technology overhaul

Cardiff Council has awarded de Novo Solutions a contract to replace its legacy HR, payroll, procurement and finance systems with an Oracle Cloud platform, alongside a STEM education partnership supporting young people across the city.

Cardiff Council has selected de Novo Solutions to deliver a major modernisation of its core back-office technology, replacing legacy HR, payroll, procurement and finance systems with an integrated Oracle Cloud platform.

The project will cover systems supporting around 15,000 employees and more than 700 frontline services as Wales’ largest local authority seeks to modernise its internal operations and make greater use of data.

The new platform is intended to integrate services currently supported by legacy technology while giving employees and managers greater self-service access to HR, payroll and finance processes.

Delivery will involve de Novo Solutions, Cardiff Council, Oracle and Civiteq, with the programme progressing through phased design, build, testing, migration, cutover and support.

de Novo will use its Odyssea implementation methodology and OLGA local government template, which incorporates pre-configured Oracle processes developed from previous local authority projects, including work with Kent and Swansea councils.

Alongside the technology programme, the contract includes a STEM education partnership aimed at supporting young people across Cardiff, including those who face barriers to accessing STEM learning.

The STEM element will see de Novo work with TeenTech over the coming years, complementing the company’s existing graduate, apprenticeship and Next Gen programmes.

The wider technology project forms part of Cardiff Council’s efforts to simplify administration, improve access to internal data and provide more consistent digital tools across its operations.
